The Administrative and Financial Department is a structural unit of the organization and carries out functions related to accounting, financial and economic planning, human resources management, and the organization of public procurement.
In the area of accounting, the Department ensures the maintenance of accounting and budgetary records in accordance with the legislation, prepares and submits financial, accounting, and tax reports, monitors the targeted and efficient use of budgetary funds, and maintains records of fixed assets, inventory, and the organization’s liabilities.
Within the scope of financial and economic activities, the Department performs planning and analysis of financial and operational activities, prepares budget requests, calculates economic indicators, monitors budget execution, and prepares analytical materials and calculations for management.
In the area of human resources, the Department maintains personnel records management, ensures the proper documentation of hiring, transfer, and termination of employees, keeps records of staff members, forms and maintains personnel files, prepares orders related to HR matters, and ensures compliance with labor legislation.
In the field of public procurement, the Administrative and Financial Department organizes and supports public procurement procedures in accordance with applicable legislation, carries out procurement planning, prepares tender documentation, publishes information on electronic procurement platforms, concludes and administers contracts, and monitors the fulfillment of contractual obligations.
The Administrative and Financial Department interacts with government authorities, contractors, and the organization’s structural units within the scope of its competence.
This Department carries out cleaning, disinfection and disinfestation, restoration, binding, and conservation of ancient manuscripts and rare books.
Laboratory work began on 15 November 2018. The laboratory was equipped with advanced technologies from countries such as the United States, the United Kingdom, Korea, Italy, Japan, and Germany. As a result, for the first time in Astana, a laboratory for the restoration of written documents was established and put into operation. Restorers carry out restoration work on paper-based documents using modern conservation materials. The materials used are imported from abroad in accordance with international best practices. For example, special Japanese restoration paper is imported from Japan, methyl cellulose adhesive from Germany, binding leather and endpapers from Italy, brushes from France, and even cardboard from the Netherlands. This ensures high-quality work and the long-term durability of paper restoration.
At present, the laboratory is capable of performing a full cycle of restoration and conservation work. Laboratory staff continuously improve their professional qualifications in national and international organizations, regularly participate in conferences and seminars, and deliver presentations. Within a short period, specialists have enhanced their restoration skills in libraries and archives in Kazakhstan and abroad. Today, specialists are able to carry out the complete restoration cycle of books. They have exchanged experience and advanced their knowledge in Turkey, Russia, Iran, Armenia, and Korea. The Center’s restorers also share the knowledge and experience gained abroad with their domestic colleagues.
For two consecutive years, the International Scientific and Practical Seminar “Problems of Restoration and Preservation of the Written Heritage of Kazakhstan” has been held. Specialists from national and international organizations have taken part in the seminar.
The Research Department (hereinafter referred to as the “Department”) is a core structural unit of the National Center of Manuscripts and Rare Books. In its activities, the Department is guided by the current legislation of the Republic of Kazakhstan and the Charter of the National Center of Manuscripts and Rare Books.
The Department organizes and conducts research expeditions aimed at identifying written sources of historical and cultural value to the Republic of Kazakhstan. It also engages in the compilation, translation, and study of catalogs of manuscripts and rare books. The Department carries out textological analysis of manuscripts, prepares collected volumes, develops scientific and reference publications, as well as methodological guidelines, and implements them in practice.
The staff of the Department contribute to the establishment of international cooperation and organize scientific seminars, round tables, and conferences.
The Department of Accounting, Storage and Exhibition Management is a structural subdivision of the Republican State Institution “National Center of Manuscripts and Rare Books” of the Committee of Archives, Documentation, and Book Affairs of the Ministry of Culture and Information of the Republic of Kazakhstan.
In its activities, the Department is guided by the current legislation, the Statue of the RSI “National Center of Manuscripts and Rare Books”, and the orders and instructions of the Director.
The main activities of the Department of Accounting, Storage, and Exhibition Management include:
Acquisition and Accounting: Accepting manuscripts and rare books into the collection through formal acts of transfer and conducting activities to expand and replenish the collection.
Preservation and Security: Monitoring the storage conditions and ensuring the physical security of manuscripts and rare books within the collection.
Restoration Coordination: Managing the internal transfer of manuscripts and rare books between the Department and the Restoration and Conservation Department for restoration purposes, documented by internal acts.
Digitization Management: Organizing the transfer of manuscripts and rare books to the Publishing and Publication Department for digitization, ensuring all transfers are officially recorded in the registration logs.
State Accounting and Expertise: Organizing and participating in the meetings of the Expert-Verification Commission (EVC) regarding the state accounting of manuscripts and rare books in the collection.
Exhibition and Public Engagement: Organizing public events, thematic displays, and traveling exhibitions (including international and national exhibitions, scientific roundtables, seminars, lectures, conferences, presentations, and meetings).
Gallery Supervision: Ensuring the preservation and safety of valuable manuscripts and rare books displayed in the exhibition hall.
Research Support: Providing efficient and prompt services to researchers and users, including consultations on the search and selection of primary sources.
The Publication and Editorial Department is a structural subdivision of the Republican State Institution “National Center of Manuscripts and Rare Books” under the Committee for Archives, Documentation and Book Affairs of the Ministry of Culture and Information of the Republic of Kazakhstan. In its activities, the Department is guided by the current legislation of the Republic of Kazakhstan, the Charter of the National Center of Manuscripts and Rare Books, as well as orders and instructions.
The main tasks of the Department are: publication of scholarly works, research papers and methodological manuals in the fields of archaeography and source studies; publication of collections of archival documents, reference and information materials, methodological literature, and materials of scientific and practical conferences and seminars held at the National Center.
In accordance with its main tasks, the Department performs the following functions:
– development of current and long-term work plans and preparation of reports in accordance with approved formats;
– participation in the activities of the Directorate of the National Center, the Scientific and Methodological Council, and other advisory and consultative bodies;
– participation in the preparation and organization of conferences, seminars, and exhibitions (expositions) of manuscripts, rare books, and the results of the publication activities of the National Center;
– scanning and digitization of ancient manuscripts and rare books stored in the collections of the National Center, and preparation of copies for printing when necessary;
– ensuring the preparation of layouts, publication, and distribution of the scientific journal of the National Center;
– ensuring the publication of documents from the collections of the National Center in the mass media;
– dissemination of information on the main areas of activity of the National Center on the website and social media platforms;
– preparation of electronic versions of manuscripts and rare books in a readable format using graphic editors (scanning);
– compilation of the Department’s file classification scheme and documentation of the Department’s activities.
